The Mahama administration will begin a comprehensive modernization of the Ghana Armed Forces (GAF) in 2026, Finance Minister Dr. Cassiel Ato Forson has announced, including the acquisition of four helicopters and two aircraft to strengthen airlift, patrol, and emergency response capabilities.
Presenting the 2026 Budget Statement in Parliament on Thursday, November 13, 2025, Dr. Forson paid tribute to the late Dr. Edward Kofi Omane Boamah, stating, “Retooling of the Ghana Armed Forces (GAF) … before I proceed, let me honour the late Dr. Edward Kofi Omane Boamah, whose vision laid the foundation for the retooling of our Armed Forces.”
He added, “In his memory, Government will, from 2026, launch a comprehensive modernization programme to strengthen the Ghana Army, Navy, and Air Force for today’s evolving security challenges.”
Highlighting the Air Force component, the Finance Minister said, “For the Air Force, procurement will begin in 2026 for four new helicopters and two aircraft to enhance airlift, patrol, and emergency response operations.”
This move comes months after the tragic August 6 helicopter crash, which exposed gaps in the Air Force fleet and prompted a government report recommending urgent upgrades.
Dr. Forson also detailed plans for the Army and Navy, explaining, “For the Army, Government has moved to renegotiate the US$80 million ELBIT Systems contract, to secure 19 Armoured Personnel Carriers needed to boost ground readiness. The Navy will acquire two 72-meter Offshore Patrol Vessels fitted with helipads and modern combat systems to protect Ghana’s maritime borders, offshore energy assets, and trade routes.”
He emphasized the strategic impact of the programme, stating, “These ships will restore control over our Exclusive Economic Zone and strengthen national resilience at sea. This retooling agenda will transform Ghana’s Armed Forces into a modern, agile, and mission-ready defence force worthy of our sovereignty and the sacrifice of our heroes.”
The modernization programme will also improve logistics, equipment, and infrastructure across all branches of the military, positioning the GAF to respond effectively to both security and humanitarian challenges in the coming years.
