Raymond Archer has been confirmed as the substantive Executive Director of the Economic and Organised Crime Office (EOCO), ending his tenure as acting head of the state anti-crime agency.
His appointment took effect on October 27, 2026, with EOCO Board Chairman Daniel Domelevo confirming that he had officially assumed the substantive position.
Mr. Archer has led EOCO in an acting capacity since April 2025, following the reassignment of his predecessor, Abdulai Bashiru Dapilah, to the National Security Secretariat.
The confirmation formalises Mr. Archer’s leadership of the institution responsible for investigating and prosecuting economic and organised crimes in Ghana.
EOCO’s mandate includes tackling offences such as money laundering, human trafficking and other forms of serious economic and organised crime.
Mr. Archer, a former investigative journalist, took over the agency at a time when its work remained central to national efforts to combat financial crimes and protect the country’s economic interests.
His tenure has attracted public attention through several high-profile investigations undertaken by the Office.
Among them was an investigation involving dancehall musician Shatta Wale and a Lamborghini Urus reportedly linked by United States authorities to a fraud case. EOCO also arrested former Inter-Ministerial Coordinating Committee on Decentralisation Executive Secretary Dennis “Miracles” Aboagye over alleged financial and procurement irregularities involving approximately GH¢55 million, according to media reports.
The allegations in such investigations remain subject to the applicable legal processes.
Mr. Archer is expected to continue leading EOCO’s operations as the agency pursues its mandate to investigate economic and organised crime and strengthen accountability in Ghana.
