Labour Minister Emmanuel Agyekum has announced that Ghana has signed an agreement with Russia to facilitate the recruitment of Ghanaian workers for industrial and manufacturing jobs.

Speaking after the signing on Thursday, October 29, 2026, Mr Agyekum said the agreement would create employment opportunities for young Ghanaians while expanding cooperation between the two countries beyond labour migration.

According to him, the agreement involves Russia’s Alabuga Special Economic Zone, an industrial hub in the Republic of Tatarstan with 48 companies requiring more than 75,000 workers.

Under the arrangement, the Ministry of Labour will coordinate recruitment, verify job offers and provide pre-departure orientation to safeguard the interests of Ghanaians travelling to Russia for employment.

“We signed a fantastic agreement, not only on labour exchange. We are also looking at business-to-business cooperation. We’re looking at religion and culture as well, where we want to work further to make sure our cooperation goes beyond just labour migration,” he said.

Mr. Agyekum said Ghanaian businesses would participate in upcoming forums in Tatarstan to explore commercial partnerships and investment opportunities.

He added that the two countries were also considering academic partnerships that would allow Ghanaian professors and lecturers to undertake research with universities in Russia.

The minister encouraged young Ghanaians to take advantage of the employment opportunities expected to emerge from the agreement.

The deal forms part of broader efforts to establish formal channels for Ghanaians seeking employment abroad, with the Labour Ministry expected to play a coordinating role in recruitment and worker protection.

In October, the government also signed an agreement to facilitate the recruitment of Ghanaian workers for jobs in Dubai.

The implementation of the Russia agreement is expected to provide a structured recruitment pathway while deepening bilateral cooperation in employment, business, education, research and cultural exchange.
