The Office of the Special Prosecutor (OSP) has detained Paul Adom-Otchere, former Board Chairman of the Ghana Airports Company Limited (GACL), along with two others, over a controversial revenue assurance contract awarded under his tenure.
According to an official statement by the OSP, Adom-Otchere, Otchere Kwame Baffour Awuah (GACL’s Group Executive for Commercial Services), and Albert Adjetey Adjei-Laryea (CEO of Devnest Systems) are been charged with alleged breaches of procurement laws.
Though all three were granted bail, Adom-Otchere remains in custody after failing to meet his bail conditions, which require the presentation of two landed properties registered in his name.
He has reportedly informed investigators that he does not own any such property in Ghana.
“The Office of the Special Prosecutor (OSP) has interviewed and formally charged the former Board Chairman of the Ghana Airports Company Limited, Paul Adom-Otchere and two others. However, Mr Adom-Otchere has so far been unable to meet his bail conditions. He is required to present two landed properties (of no specific value) registered in his name. However, he has informed the OSP that he does not own landed property in Ghana. As a result, he remains in custody until the bail terms are satisfied.”
The investigation centers on a sole-sourced contract awarded to a company allegedly linked to the owner of Strategic Mobilisation Ghana Limited (SML), without the proper approval of the GACL Board.
The detentions, according to the OSP are part of a wider crackdown by the OSP targeting procurement violations and governance failures in state-owned enterprises.
