Former Finance Minister Ken Ofori-Atta and four former top officials of the Ghana Revenue Authority (GRA) are set to face corruption and corruption-related charges before the end of November 2025, following months of investigation by the Office of the Special Prosecutor (OSP).

This was announced by the Special Prosecutor, Kissi Agyebeng, during a press conference in Accra on Thursday, October 30, 2025.

According to Mr. Agyebeng, the investigation uncovered evidence of serious financial irregularities and breaches of procurement laws in the award and execution of contracts between the GRA and Strategic Mobilisation Ghana Limited (SML).

“The outcome of the investigation is that the OSP will charge the following persons with various corruption and corruption-related offences before the end of November 2025,” the Special Prosecutor said.

Those to be charged include former Finance Minister Ken Ofori-Atta, former GRA Commissioner-Generals Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti, as well as former Customs officials Isaac Crentsil and Col. (Rtd.) Kwadwo Damoah.

The OSP stated that it will also seek to recover losses caused to the state during the implementation of the controversial SML contracts, which were described as “blighted by statutory breaches” and lacking transparency.
