Minority has raised serious concerns over the Finance Minister, Dr. Casseil Ato Forson’s failure to release GH¢7.33 billion to the District Assembly Common Fund (DACF), describing it as a breach of Article 252 of the Constitution.
Addressing the media on Tuesday, Minority Chief Whip Frank Annoh-Dompreh said the delay is stalling local development and called on President John Dramani Mahama to intervene.
“The District Assemblies Common Fund is not merely another line item in the national budget. It is the constitutional heartbeat of decentralised development,” he stated.
He highlighted that the 2025 ministerial guidelines introduce allocation percentages that contradict the Parliamentary-approved formula, undermining equity and local autonomy.
The minority warned that if the President does not act, legal measures may be considered to ensure compliance and protect Ghana’s decentralisation framework.
The MPs stressed that while other statutory funds, such as GETFund and NHIA, received timely disbursements in 2025, the DACF continues to face significant arrears, estimated at over GH¢7 billion, affecting infrastructure projects, contractors, and service delivery across districts.
