NPA intensifies education on ‘Ntease Kuruwa’ to help consumers check fuel quantities

The National Petroleum Authority (NPA) has intensified public education on the use of the 10-litre measuring can, popularly known as “Ntease Kuruwa,” as part of efforts to empower consumers to detect possible under-delivery of fuel at petroleum retail outlets.

The initiative, led by the NPA’s Consumer Services Directorate, formed part of a month-long sensitisation exercise held during a business fair organised by the Parish Youth Council of Christ the King Catholic Church in Accra.

The fair took place on August 2, 9, 16, 23 and 30, 2026, at the Christ the King Hall Car Park, bringing together artisans, food vendors, graphic designers, dressmakers, clothing-sector operators, members of the congregation and the general public.

The exercise provided the NPA with an opportunity to educate consumers on their rights, promote the Authority’s Call Centre and raise awareness of its consumer-protection initiatives.

A major focus of the sensitisation was the proper use of the 10-litre measuring can to verify the quantity of fuel dispensed at retail outlets.

Consumers were informed that they have the right to request a quantity test using the measuring can whenever they suspect that the amount of fuel delivered does not correspond with the quantity purchased.

NPA officers demonstrated how the test is conducted and explained how consumers can correctly read the measuring can to establish whether a fuel pump is dispensing within the prescribed limits.

Speaking during the exercise, the Head of Consumer Education and Stakeholder Engagement at the NPA, Mrs Maureen Adwoa Duori, said the initiative was aimed at equipping consumers with the knowledge and confidence to protect their interests at fuel stations.

“The 10-litre measuring can or ‘Ntease Kuruwa,’ gives consumers a practical means of verifying the quantity of fuel delivered.

We encourage consumers who suspect under-delivery to request a test and report any unresolved concerns to the NPA through our Call Centre,” she said.

The education programme attracted significant interest from participants, many of whom said it was their first time learning about the measuring can and their right to request a quantity test at a petroleum retail outlet.

Some participants, however, raised concerns about their previous experiences at certain fuel stations, alleging that attendants had discouraged them from requesting quantity tests.

According to the participants, some attendants had suggested that conducting the test would be a waste of time or would not necessarily protect consumers from being short-changed.

Concerns were also raised about the limited visibility and accessibility of the 10-litre measuring cans at some petroleum retail outlets.

The NPA’s sensitisation campaign is expected to strengthen consumer awareness and encourage members of the public to actively exercise their rights when purchasing fuel.

The Authority continues to urge consumers who suspect discrepancies in fuel quantities to request a quantity test and contact the NPA through its Call Centre when their concerns remain unresolved.
