Tema Oil Refinery Ltd (TOR) and the Petroleum Hub Development Corporation (PHDC) have agreed in principle to collaborate on a landmark initiative aimed at training 500 Ghanaian youth for careers in the oil, gas, and petrochemical industries.
This decision emerged from a preliminary meeting held at TOR’s premises, where the two institutions explored ways to support skills development as the energy sector prepares for expansion.
The PHDC delegation was led by its Acting Deputy Managing Director, Onasis Rosely, and hosted by TOR’s Acting Managing Director, Edmond Kombat, Esq.

Key to the discussion was a proposed exchange and capacity-building program that would utilize TOR’s technical infrastructure and experienced professionals to equip young Ghanaians with the skills necessary to thrive in the evolving energy landscape.
TOR’s extensive expertise, infrastructure, and seasoned workforce position the refinery as a strategic training hub for the sector.
The collaboration underscores a shared commitment to building Ghana’s energy future while addressing youth unemployment through skills development.
Also present at the meeting were TOR’s Acting Deputy Managing Director, Alhaji Mustapha Abubakar Batalima, and other senior managers of the company.
