This was announced by the Attorney General and Minister of Justice, Dr. Dominic Ayine, during Government Accountability Series on Monday, December 22, 2025.
The case forms part of the state’s ongoing efforts to recover misappropriated funds and enforce accountability in public contracts.
According to AG, investigations by the Economic and Organized Crime Office (EOCO), Akpaloo secretly incorporated a company, Pomaah Universal (Gh.) Ltd, designed to closely resemble the legitimate contractor, Pomaa Universal (Gh.) Ltd.
Between December 2022 and June 2024, Akpaloo allegedly diverted eight cheques totaling GH₵3,169,432.22 into his company’s account without the consent of the rightful contractor.
Dr. Ayine said, “The suspects who have been investigated are Percival Kofi Akpaloo, Pomaah Universal (Gh.) Ltd, and Delvine Akpaloo, the spouse of Percival Kofi Akpaloo. The evidence shows that they engaged in various criminal offences including stealing, forgery and money laundering and will be charged by my office in January.”
The Attorney General added that the investigation revealed Akpaloo also forged the signature of the legitimate contractor, Akua Pomaa, using her former name, Mercy Owusu, to secure the agreement without her authorization.
