Forensic report by the Auditor-General has uncovered that the financial losses in the National Service Authority (NSA) scandal are far greater than previously reported, totaling GH¢2.2 billion.
This figure is significantly higher than the GH¢548 million initially identified by investigators.
Attorney General and Minister for Justice, Dr. Dominic Ayine, disclosed the findings on Wednesday, October 22, 2025, during the Government Accountability Series.
He said the forensic audit went beyond ordinary auditing to trace stolen or illegally expended funds within the NSA.
Dr. Ayine said, “Also, I wish to announce that the Auditor General has conducted a forensic audit into the national service scandal and the total amount of money stolen or illegally spent now stands at 2.2 billion, and not the 548 million that was uncovered by my investigators as of June 2025. And then, ladies and gentlemen, I have here a copy of the Auditor General’s report. And so, we are going to, based upon this, in some cases, amend our charge sheets in order to bring fresh charges.”
Meanwhile, the former Deputy Executive Director of the NSA, Gifty Oware-Mensah, has been granted GH¢10 million bail by the Accra High Court after pleading not guilty to five charges, including stealing, willfully causing financial loss to the state, money laundering, and using public office for profit.
As part of the bail conditions, Oware-Mensah must produce three sureties, two of whom must provide landed property within the court’s jurisdiction.
She is also required to surrender all her travel passports and has been placed on a stop list at all entry points.
Additionally, she must report to the case investigator on the first and third Tuesdays of every month, with the investigator submitting monthly reports to the court.
The case has been adjourned to November 25 for a Case Management Conference, with the prosecution directed to file disclosures by November 19.
Appearing in court on Wednesday with a bandage on her left wrist, Oware-Mensah denied all charges, pleading not guilty to stealing, two counts of wilfully causing financial loss to the republic, using public office for profit, and money laundering.
The Director of Public Prosecutions, Mrs. Yvonne Atakora Obuobisa, stated that the total financial loss to the state amounts to GH¢38,458,248.87.
