The Economic and Organised Crime Office (EOCO) has arrested former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Miracles Aboagye, over ongoing investigations into alleged financial and procurement-related irregularities involving about
EOCO, in a statement issued on Monday, July 13, 2026, said the investigations followed a forensic audit conducted into the affairs of IMCCoD covering the period from August 1, 2022, to February 2, 2025, and a subsequent petition requesting further inquiries into the Secretariat’s operations.
The Office said the probe concerns alleged misappropriation, misapplication, diversion and theft of public funds.
Mr. Aboagye, who was arrested after arriving at the Accra International Airport on Saturday night, had reportedly been placed on a stop order a week earlier to prevent any travel that could affect the investigation.
According to EOCO, officers of the Ghana Immigration Service executed the stop order upon his arrival and handed him over to investigators on Sunday morning.
The former IMCCoD Executive Secretary subsequently accompanied investigators during a search operation, which EOCO said is expected to continue.
The anti-graft agency also confirmed the arrest of the former Accountant of IMCCoD, Gerald Appiah, who is also being investigated in connection with the matter.
EOCO said Mr. Appiah has voluntarily begun refunding funds linked to the alleged offences under investigation, but stressed that the recovery of funds does not conclude the investigation or absolve any suspect of wrongdoing.
The suspects are being investigated for alleged offences including conspiracy to steal, stealing, using public office for profit, causing financial loss to the State, dissipation of public funds, defrauding by false pretences and money laundering.
EOCO assured the public that Mr. Aboagye will be granted bail in accordance with the Constitution and laws of Ghana, while Mr. Appiah is expected to complete his bail conditions and be released as investigations continue.
The Office reaffirmed its commitment to conducting the investigations professionally, impartially and within the law, while respecting the constitutional rights of all persons involved.
EOCO said further updates will be provided as the investigation progresses.
