The Attorney General, Dr. Dominic Ayine, has dropped all charges against Mildred Donkor, one of the accused persons in the ongoing GH¢49 million theft case involving former National Signals Bureau (NSB) Director-General, Kwabena Adu-Boahene, and his wife, Angela Adjei-Boateng.

The decision, filed at the Accra High Court on October 15, 2025, comes after Ms. Donkor agreed to cooperate with the state and testify as a prosecution witness.

Her discharge was made under Section 59 of the Criminal and Other Offences (Procedure) Act, 1960 (Act 30), officially removing her from the list of accused persons.

According to sources within the Attorney General’s Department, Ms. Donkor’s testimony is expected to be key in unraveling the alleged diversion of GH¢49.1 million in public funds linked to a contract for cybersecurity equipment between the NSB and an Israeli company, ISC Holdings Limited.

Investigations suggest that Adu-Boahene created a private firm—BNC Communications Bureau—mirroring a defunct state entity, and allegedly diverted the funds meant for national security projects into private accounts. No cybersecurity equipment was ever delivered despite the full payment.

In her statement to investigators, Ms. Donkor reportedly detailed how she was appointed a director of Advantage Solutions Limited—one of the companies at the centre of the case—at the request of Mr. Adu-Boahene, but had no decision-making role.

She said she merely executed instructions from Mr. Adu-Boahene and his wife, including handling withdrawals and cash deliveries running into millions of cedis.

She further explained that she frequently withdrew sums ranging from GH¢2,000 to GH¢1 million using pre-signed cheques, which she either handed to the couple or to Mr. Adu-Boahene’s mother.

One such transaction involved a GH¢2.5 million transfer to I-ZAR Limited, a company owned by Rashida Saani, on April 29, 2020.

Ms. Donkor’s cooperation is now seen as a major boost to the prosecution’s case, as the trial against Mr. Adu-Boahene, his wife, and their company, Advantage Solutions Limited, continues before the Accra High Court.
