The Tema Oil Refinery (TOR) has engaged investors and industry stakeholders at Africa Oil Week 2026 on investment opportunities aimed at transforming and expanding the country’s only oil refinery.
The engagement took place on the second day of the event, where TOR’s Managing Director, Edmond Kombat , presented a number of bankable projects designed to support the refinery’s long-term growth and sustainability.
Among the key projects highlighted was the proposed 100,000 barrels-per-stream-day (bpsd) modular refinery, which is expected to significantly increase TOR’s refining capacity, enable the processing of more crude locally and boost the supply of locally refined petroleum products to Ghana and other markets.
Mr Kombat explained that the proposed facility forms part of TOR’s phased expansion strategy.
The first phase seeks to increase the refinery’s existing processing capacity from 45,000 bpsd to 85,000 bpsd.
He also highlighted plans for the development of a 200,000 bpsd petrochemical plant, alongside investment opportunities in storage facilities and other supporting infrastructure.
According to the Managing Director, the projects require significant capital, technology and access to markets, presenting opportunities for strategic investors and partners to collaborate with TOR.
Mr Kombat acknowledged the growing interest and confidence in the refinery, particularly following its return to operations, and urged investors to explore the opportunities available at TOR.
He said partnerships with investors could provide the capital, technology and market access needed to accelerate the refinery’s expansion and strengthen Ghana’s domestic petroleum value chain.
