The National Democratic Congress (NDC) has formally notified the Speaker of Parliament, Alban Bagbin, of the appointment of the Member of Parliament for Builsa North, James Agalga, as the new Majority Leader.
The formal notification follows President John Dramani Mahama’s announcement of Mr Agalga for the position, replacing Mahama Ayariga, who is expected to assume a new role in government.
In a letter dated Monday, August 24, 2026, and signed by NDC General Secretary Fifi Fiavi Kwetey, the party informed Speaker Bagbin that Mr Agalga’s appointment followed consultations between the party leadership and the Presidency.
The letter stated that the appointment takes immediate effect.
Mr Kwetey said the new appointment was intended to provide the leadership and coordination required for the NDC Majority Caucus to effectively discharge its constitutional and parliamentary responsibilities.
“The NDC leadership is confident that, with the cooperation of the Rt. Hon. Speaker and all Members of Parliament, Hon. James Agalga will provide the leadership necessary to advance the work of Parliament in the supreme interest of the Republic,” he stated.
The formal communication resolves a procedural issue raised by Speaker Bagbin following the President’s initial announcement of Mr Agalga’s appointment.
When Parliament reconvened on Monday, August 24, Speaker Bagbin explained that the President could not formally communicate a change in the leadership of a parliamentary caucus to the Speaker.
He said Parliament’s Standing Orders require any change in the leadership of the Majority or Minority Caucus to be formally communicated to the Speaker by the General Secretary of the relevant political party.
According to the Speaker, the prescribed procedure must be followed before the new Majority Leader can be accorded the courtesies and recognition associated with the position.
Speaker Bagbin further explained that the Standing Orders define the Majority Leader as a Member of Parliament “designated by the Majority Caucus as its leader in the House.”
The NDC’s letter, therefore, formally places the appointment of Mr Agalga before the Speaker in accordance with the parliamentary procedure.
Mr Agalga, who represents the Builsa North Constituency, is now expected to take over leadership of the NDC Majority Caucus as Mahama Ayariga prepares for his anticipated transition to the Executive.
