The Office of the Special Prosecutor (OSP) has arrested three former senior officials of the Ghana Revenue Authority (GRA) in connection with the ongoing investigation into the controversial SML revenue assurance contracts.
Those arrested include the immediate past Commissioner-General, Rev. Dr. Ammishaddai Owusu-Amoah, former Commissioner of Customs Dr. Isaac Crentsil, and former Technical Advisor Christian Tetteh Sottie.
The arrests, announced by the OSP on Wednesday, June 25, 2025, are linked to suspected corruption and related offenses surrounding the multi-million-dollar contracts between the GRA and Strategic Mobilisation Limited (SML).
The suspects were detained after failing to meet bail conditions as investigations continue.
The arrests follow revelations from a year-long investigative documentary by journalists Evans Aziamor-Mensah, Adwoa Adobea-Owusu, and Manasseh Azure Awuni, which exposed alleged irregularities surrounding SML’s contracts with the GRA and the Ministry of Finance.
The investigation revealed that by the end of 2023, SML had received over $141 million from the state, despite questions surrounding the legitimacy of its operations and its claims of delivering value.
The contracts, awarded shortly after the Akufo-Addo administration took office in 2017, have been widely criticized for breaching procurement laws and lacking transparency.
The scandal has also implicated former Finance Minister Ken Ofori-Atta, who is wanted by the OSP for allegedly masterminding the consolidated SML contract in 2023.
