The Ministry of Health has denied claims that Ms. Anne Sansa Daly was sworn in as a member of the National Health Insurance Authority (NHIA) Board during a ceremony held on Tuesday, May 27, 2025.
In a press release issued by the Ministry’s Spokesperson, Mr. Tony Goodman, it was clarified that although Ms. Daly was initially appointed to the NHIA Board through a letter dated May 19, 2025, her appointment was subsequently revoked by a follow-up letter from the Presidency dated May 23, 2025.
“It is important to clarify that Ms. Sansa Daly was not sworn in on the 27th of May,2025, during the swearing-in ceremony held at the Ministry of Health”, the ministry emphasized.
The Ministry assured the public of its commitment to transparency and strict adherence to due process in matters concerning public appointments.
President John Dramani Mahama revoked Ms. Daly’s appointment following growing public and professional concerns about her medical credentials—specifically, her lack of a valid license to practise medicine in Ghana.
In her place, the President has nominated Prof. Dr. (Med) Ernest Yorke, with immediate effect. The statement from the Presidency, dated May 23, directed that the necessary steps be taken to facilitate Prof. Yorke’s swearing-in in the coming days.
Prof. Yorke currently serves as the Vice President of the Ghana Medical Association (GMA), having been elected at the Association’s 65th Annual General Meeting in Takoradi on November 11, 2023.
While the official statement did not specify the reasons for Ms. Daly’s removal, credible sources indicate that the decision was influenced by strong backlash from the health sector and the general public.
Concerns centered on her representation as a medical doctor without holding a local practicing license—raising serious questions about her qualifications to serve on the board of such a critical national health institution.
The Ministry reaffirmed its commitment to ensuring that appointments to public boards, especially in the health sector, meet the highest standards of credibility, competence, and legal compliance.
