A private citizen, Odeneho Kwaku Takyi, has petitioned President John Dramani Mahama to terminate the appointment of the Chief Executive Officer of the Ghana Investment Fund for Electronic Communications (GIFEC), Tanko Rashid-Computer, on grounds of academic fraud.
Mr. Takyi alleges that Rashid-Computer holds a fake PhD in Public Administration, allegedly conferred on him in 2016 by Kinsnow University—a supposed institution that does not exist in the United States or anywhere in the world.
According to the petitioner, the institution is not listed among accredited universities in the United States and is “conspicuously absent” from all authoritative databases of recognized and accredited universities, including those maintained by the U.S. Department of Education and the Council for Higher Education Accreditation.
Mr. Takyi also referenced a letter allegedly written by the Ghana Tertiary Education Commission (GTEC) to Mr. Rashid-Computer, requesting that he cease using the title “Dr.” after it was revealed that his PhD credentials lacked credibility.
The petition further outlines violations of the Code of Conduct for public officers and alerts the President to possible criminal offences committed by Mr. Rashid-Computer, such as “defrauding by false pretence” by using a fake PhD to obtain or maintain a high-ranking government position.
The petitioner is therefore calling for Mr. Rashid-Computer’s immediate dismissal and an investigation into how he secured his appointment at GIFEC using the alleged fake credentials.
He also urged the President to direct GTEC to conduct a thorough review of Rashid-Computer’s first and second degrees, and to instruct the relevant state security agencies to prosecute him if wrongdoing is found.
The issue has sparked growing concerns on social media about the use of fake academic titles by public officials.
In May 2025, President Mahama revoked the appointment of a National Health Insurance Authority (NHIA) Board member who was accused of being a fake medical doctor.
Reacting to the misuse of academic titles, GTEC emphasized that such acts violate the Education Regulatory Bodies Act, 2020 (Act 1023), and erode public confidence in Ghana’s educational system.
The Commission stressed that only accredited institutions are permitted to confer honorary degrees, and recipients must not present them as academic qualifications.
