Parliament has approved the Sports Development Fund Bill, creating a dedicated legal framework to finance and grow the country’s sports sector.
The Bill was passed on Thursday, December 18, 2025, after being laid by the Minister for Sports and Recreation, Kofi Adams, and follows nearly eight years of reviews, consultations and cross-party deliberations.
The new law establishes a multi-source Sports Development Fund aimed at addressing long-standing funding gaps in sports. The Fund will support key areas including athlete welfare, sports infrastructure, grassroots development and structured talent identification nationwide.
Before its passage, the Bill was examined by Cabinet and subjected to detailed scrutiny by the Parliamentary Select Committee on Youth and Sports, with inputs from the Ministry of Finance, the Office of the Attorney-General and the Parliamentary Legal Committee.
The approval of the Bill signals a shift in national sports policy under the Mahama administration, positioning sports as a tool for development, youth empowerment and economic growth beyond competitive success alone.
