Parliament has passed the Legal Education Reform Bill, 2025, marking a significant shift in Ghana’s legal education system.
The Bill, approved on Thursday, March 26, 2026, introduces measures aimed at widening access to professional legal training while maintaining high standards.
The new law establishes a Council for Legal Education and Training to regulate legal education, separating it from the regulation of legal practice. It also allows accredited universities to provide professional legal training, replacing the long-standing system where such training was limited to the Ghana School of Law.
Under the new framework, law graduates will undertake a Law Practice Training Course at approved institutions before sitting a National Bar Examination.
The Bill was championed by Rockson-Nelson Dafeamekpor, a strong advocate for expanding access to legal education.
Government says the reform addresses gaps in the current system and will open up opportunities for more Ghanaians to pursue legal careers.
