The Minister for the Interior, responsible for the National Identification Authority (NIA), Mohammed Muntaka Mubarak, is set to address the media on the implementation roadmap for the National Identity Register (Amendment) Regulations, 2026 (L.I. 2523).
The press briefing is scheduled for Wednesday, July 22, 2026, at 1:30 p.m., where the Minister is expected to outline measures for the rollout and enforcement of the new regulations.
The National Identity Register (Amendment) Regulations, 2026, introduces key changes to the use and verification of the Ghanacard, including making biometric verification mandatory for all transactions requiring identity authentication.
Under the new regulations, institutions and service providers will be required to verify individuals through approved biometric systems rather than relying on physical inspection or copies of the Ghanacard.
The regulations also prohibit the photocopying or visual inspection of the Ghanacard as a means of identity verification, with the aim of strengthening data protection, reducing identity fraud, and improving the security of Ghana’s national identification system.
The Interior Minister’s engagement is expected to provide clarity on the implementation process, affected institutions, compliance requirements, and timelines for the enforcement of the new measures.
The National Identification Authority has over the years positioned the Ghanacard as the country’s primary identification document, with efforts focused on integrating it into public and private sector transactions to enhance secure identity management.
