The Ghana Air Traffic Safety Electronics Association (GHATSEA) has petitioned President John Dramani Mahama over what it describes as persistent unfair labour practices at the Ghana Civil Aviation Authority (GCAA).

In a letter signed by its President, Engr. David Annan Mensah, the Association alleged that the Director-General of the GCAA, Rev. Stephen Wilfred Arthur, has failed to engage its leadership in what it considers good-faith negotiations on issues concerning the welfare and working conditions of its members.

GHATSEA claimed that attempts to resolve workplace concerns through dialogue had instead been met with intimidation, coercion and alleged victimisation of Association leaders and members advocating for improved conditions of service.

The Association said such developments had created fear and mistrust among employees and were undermining harmonious labour relations within the Authority.

According to GHATSEA, workers have a constitutional and legal right to organise, associate and negotiate for better working conditions without fear of victimisation.

The Association further alleged that its President has been on interdiction since March 3, 2026, over an alleged threat of industrial action.

GHATSEA described the interdiction as unjust and disproportionate, arguing that the concerns raised by the Association were related to what it considers legitimate workplace grievances.

The Association also raised concerns over an alleged incident involving National Security personnel at the workplace.

It claimed that National Security personnel, accompanied by the Director-General, visited the workplace at about 11:30 p.m. while some members were on duty, an action the Association described as intimidation and an inappropriate intervention in a labour-related matter.

GHATSEA said it had previously outlined its concerns about the alleged involvement of National Security in a letter submitted to the President’s office on February 3, 2026, but claimed it had not received a response.

The Association warned that continued tensions could affect staff morale and productivity, with potential implications for the safety and efficiency of Ghana’s aviation sector.

It said some employees were now living in a state of fear and uncertainty over what it described as the possibility of arbitrary disciplinary measures, including interdictions, without due process.

GHATSEA is therefore appealing to the President to intervene, investigate the allegations and ensure that the rights of workers at the GCAA are protected in accordance with the 1992 Constitution and Ghana’s labour laws.

The Association maintained that industrial harmony could only be achieved through constructive dialogue, mutual respect and adherence to established labour laws and procedures.
