The Member of Parliament for Atiwa East and former Deputy Finance Minister, Abena Osei Asare, has raised concerns over what she describes as questionable government spending at the close of the 2025 financial year, citing a GHS4.5 billion transfer to GoldBod.
Contributing to the debate on the 2026 Mid-Year Budget Review in Parliament, the former Deputy Finance Minister said the timing of the transfer, which was made in the final days of the financial year, raises concerns about transparency and the execution of the national budget.
She also expressed concern over what she described as a significant increase in financial irregularities captured in the Auditor-General’s report.
According to her, reported infractions rose from GHS18 million to GHS134 million in 2025 despite increased budgetary allocations to Metropolitan, Municipal and District Assemblies (MMDAs).
Mrs. Osei Asare further referenced the International Monetary Fund’s Sixth Review of Ghana’s Extended Credit Facility (ECF) programme, claiming that expenditure by the Bank of Ghana on the domestic gold purchase programme through GoldBod contributed to the breach of one of the programme’s performance targets.
She called for a full explanation regarding the GHS4.5 billion transfer and urged the government to strengthen internal financial controls to promote accountability in the management of public funds.
The Atiwa East legislator also advocated greater transparency in public expenditure to ensure prudent fiscal management and maintain public confidence in the country’s financial governance.
