The Ghana Tertiary Education Commission (GTEC) has warned all public universities not to increase student fees for the 2025/2026 academic year without prior approval from Parliament.
This follows Education Minister Haruna Iddrisu’s recent concerns about rising unapproved tuition fees in public universities and his directive to GTEC to halt the practice.
In a letter to Vice Chancellors dated Monday, November 3, 2025, GTEC said some institutions had “reviewed student fees without adhering to proper procedures,” stressing that any new charges must comply with the Fees and Charges Act.
The directive, signed by Dr. Emmanuel Oware Nyarko for the Director-General, instructed universities to maintain current fees until Parliament approves any revisions.
It stated, “To ensure compliance with statutory requirements under the Fees and Charges Act and in line with its mandate to promote the effective and efficient operation of tertiary education institutions, GTEC reminds all universities that new fees for the 2025/2026 academic year cannot be charged without prior approval from Parliament, as mandated by law.”
