More than 300,000 teachers could withdraw their services from Monday, August 31, 2026, over prolonged delays in placing promoted teachers on their appropriate salary scales.
The threat has been issued by the three major teacher unions—the Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT) and the Pre-Tertiary Teachers’ Association of Ghana.
The unions say more than 100,000 teachers who successfully passed promotion examinations in 2025 remained on their old salary scales for more than a year despite qualifying for placement on higher grades. Mr Thomas Musah, General Secretary of GNAT issued the threat at a press conference in Accra
According to the unions, engagements with the relevant authorities have revealed that the Controller and Accountant-General’s Department is requesting additional documentation from affected teachers before processing their placement on the new salary scales.
The unions are demanding that the effective date for the salary placement be backdated to December 2025, rather than July 2026, arguing that the affected teachers should not be disadvantaged by the delays.
They have consequently called on the government and relevant state agencies to urgently resolve the matter to prevent the planned withdrawal of services.
The unions warned that failure to address the concerns before the August 31 deadline could disrupt teaching and learning in schools across the country.
They are therefore urging the government to intervene immediately and ensure that the outstanding salary placement issues are resolved to avert industrial action.
