The Commissioner of the Customs Division of the Ghana Revenue Authority (GRA), Mr Aaron Kanor, has welcomed a delegation from His Majesty’s Revenue and Customs (HMRC) of the United Kingdom for the official launch of a Post-Clearance Audit (PCA) Diagnostic and Technical Assistance Mission.
The high-level meeting, held on Monday, marked the beginning of a five-day mission aimed at assessing the maturity, effectiveness and sustainability of the GRA’s Post-Clearance Audit function.
The mission is being implemented through HMRC’s Accelerate Trade Facilitation Programme and is expected to identify areas where targeted technical assistance is needed to strengthen the GRA’s audit operations.
It will also support the development of a practical, GRA-led roadmap to guide the modernisation of the PCA function and promote continuous improvement.
Post-Clearance Audit is an important customs compliance mechanism that enables revenue authorities to examine traders’ records and transactions after goods have been cleared.
It helps authorities assess compliance with customs requirements and identify potential revenue risks.
The engagement follows a Memorandum of Understanding (MoU) previously signed between HMRC and the GRA to strengthen cooperation in customs capacity building and institutional development.
The collaboration is expected to support efforts to improve customs administration and strengthen institutional capacity, while contributing to more effective trade facilitation in Ghana.
