MOFA urges Finance Ministry to reverse GH¢643m FSRP, warns of risk

The Ministry of Food and Agriculture (MoFA) has asked the Ministry of Finance to reconsider Ghana’s decision to withdraw from the West Africa Food System Resilience Programme (FSRP).

MoFA says the decision could put more than GH¢643 million in existing contractual commitments for agricultural infrastructure projects at risk.

The Agriculture Ministry’s position was contained in a letter responding to the Finance Ministry’s September 23, 2026 request to the World Bank for Ghana’s withdrawal from the programme. MoFA said the decision was taken without prior consultation with the ministry.

“The Ministry requests urgent reconsideration of the decision,” the letter stated.

According to MoFA, existing contractual obligations under the FSRP amount to GH¢643,867,633.36.

The ministry said GH¢520,257,975.43 of the amount relates to the International Development Association (IDA) credit, while GH¢123.61 million is linked to the FS2030 Trust Fund.

MoFA warned that withdrawing from the programme without an alternative funding arrangement could leave the government responsible for settling the existing obligations from other sources.

It said this could result in delays, additional costs and possible contractual claims if ongoing contracts are suspended or terminated.

The ministry said critical agricultural infrastructure projects, including rehabilitation works at Weta, Vea and Kpong, could also be affected.

MoFA is therefore asking the Finance Ministry to rescind the withdrawal decision and formally retract the notice sent to the World Bank on September 23.

It also wants the government to engage the World Bank and obtain written clearance for affected activities and procurement to resume.

“The Ministry of Food and Agriculture requests an urgent engagement on this matter so that the State’s obligations can be honoured and further disruption to the Feed Ghana Programme and the agricultural sector can be averted.”
