Minority MPs petition Speaker to recall Parliament over cocaine seizures

The Minority in Parliament has formally petitioned the Speaker, Alban Bagbin, to recall Parliament to consider what it describes as urgent matters of national importance arising from recent international narcotics seizures linked to consignments originating from Ghana.

The request, contained in a memorandum dated Friday, September 18, 2026, was submitted by the First Deputy Minority Whip and Member of Parliament for Tolon, Habib Iddrisu, on behalf of the undersigned MPs.

The MPs say they have met the constitutional requirement of securing the support of at least 15 percent of Members of Parliament for the recall.

They are invoking Article 112(3) of the 1992 Constitution and Order 53 of Parliament’s Standing Orders, which provide for Parliament to be summoned upon a request by the requisite number of MPs.

A key issue cited by the Minority is the reported seizure by French authorities of nearly 3.9 tonnes of cocaine at the Port of Dunkirk on September 10, 2026.

According to the memorandum, the cocaine, valued at more than US$260 million, was concealed in a container of plastic waste that had departed Ghana.

The MPs say the seizure raises questions about the security and integrity of Ghana’s ports and export systems, customs controls, intelligence gathering and the effectiveness of institutions responsible for narcotics enforcement and border security.

They are calling for Parliament to establish the circumstances under which the container was processed, inspected, cleared and exported from Ghana.

They also want authorities to provide information on the companies and institutions involved in the consignment, the progress of investigations and arrests, and the level of cooperation between Ghanaian authorities and their French and other international counterparts.

The MPs also referenced several other narcotics-related incidents since 2025 as justification for their request.

These include the seizure of more than 3.3 tonnes of cocaine concealed beneath sand in a tipper truck at Pedu Junction in Cape Coast on March 4, 2025.

The memorandum also cites a separate seizure of approximately 120 slabs of cocaine along the Takoradi-Cape Coast highway.

It further references the August 5, 2026 seizure by the Tema Regional Police Command of 866 parcels of suspected cocaine concealed in sacks of gari at a warehouse within the Tema Harbour enclave.

The Minority also cited the seizure by Australian customs authorities of 320 kilogrammes of methamphetamine in a charcoal consignment traced to Ghana on June 18, 2026.

The MPs further raised questions about an aircraft alleged to have arrived at Accra International Airport from Gran Canaria carrying narcotics and undeclared US currency in March 2025.

They also referred to the case of the MV Sankofa, which they said was later arrested in Senegal carrying narcotics after being released by Ghanaian authorities.

The Minority is asking Parliament to undertake an inquiry into the institutional, regulatory and security issues arising from the various incidents.

Among the institutions and officials it wants brought before Parliament are the Ministers responsible for the Interior, Transport and National Security; the Narcotics Control Commission (NACOC); Ghana Ports and Harbours Authority; Ghana Revenue Authority; Ghana Immigration Service; National Intelligence Bureau; and other relevant security and regulatory agencies.

The MPs want Parliament to examine the adequacy of scanning, intelligence, surveillance and security systems at Ghana’s ports, airports and other points of entry and exit.

They also want information on measures being taken to identify financiers, organisers and networks behind major narcotics trafficking operations and prevent Ghana from being used as a transit or operational point for international drug trafficking.

The Minority argues that the scale of the reported seizures and their alleged links to Ghana have implications for national security, public safety, the country’s international reputation and the integrity of its financial, maritime and border-security systems.

They say the matters cannot reasonably wait until the ordinary resumption of Parliament.

The MPs stressed that their request was not intended to prejudice ongoing criminal investigations or interfere with the rights of persons under investigation, but to enable Parliament to exercise its constitutional oversight and accountability functions.

They have therefore urged Speaker Alban Bagbin to summon Parliament within the constitutionally prescribed period to consider the narcotics-related matters and their broader implications for Ghana.

The memorandum was signed by 48 Members of Parliament, including former Minority Leader Frank Annoh-Dompreh, Dominic Nitiwul, Kojo Oppong Nkrumah, Francis Asenso Boakye, Samuel Awuku, Michael Okyere Baafi, Mustapha Yussif, Kennedy Osei Nyarko and Charles Forson.
