President John Dramani Mahama has appointed Dr. Abdul-Baasit Aziz-Bamba as the Acting Director-General of the Value for Money Office.
The appointment, announced in a statement by Minister for Government Communications, Felix Kwakye Ofosu on Tuesday, September 8, 2026, was made in accordance with Article 195(1) of the 1992 Constitution and Section 14(1) of the Value for Money Office Act, 2026 (Act 1172).
Dr. Aziz-Bamba will serve in an acting capacity pending the receipt of the constitutionally required advice of the Governing Board, given in consultation with the Public Services Commission.
He is a Harvard-trained lawyer and, prior to his appointment, served as a Senior Lecturer at the University of Ghana School of Law.
According to the Presidency, the Value for Money Office is mandated to ensure that every cedi of public expenditure serves the public good.
The statement noted, “His appointment marks an important step towards operationalising the Office, strengthening scrutiny of public spending, curbing waste and ensuring that public expenditure delivers tangible benefits to Ghanaians.”
The Value for Money Office was established under the Value for Money Office Act, 2026, as part of government’s efforts to address concerns over inflated contracts, abandoned projects, cost overruns and wasteful public expenditure.
President Mahama assented to the legislation on May 11, 2026.
The Office is expected to conduct value-for-money assessments of government programmes and projects and strengthen oversight of public procurement and expenditure.
The Finance Ministry previously indicated that the Office was expected to become fully operational in January 2027.
The appointment of an Acting Director-General therefore marks a key step in setting up the institution ahead of its planned full operation.
