MPs file motion for probe into Gold-for-Reserves Scheme

Five Members of Parliament on the Minority side have filed a Notice of Motion under Order 127 seeking the establishment of an Ad- Hoc Committee to investigate Ghana’s Gold-for-Reserves Scheme.

The proposed committee is expected to examine the design, implementation, governance and financial performance of the scheme, as well as its environmental and public health implications.

The motion, filed pursuant to Article 103 of the 1992 Constitution and relevant provisions of Parliament’s Standing Orders, seeks a comprehensive inquiry into the operation of the scheme and related matters.

Among the key issues the proposed committee would investigate are reported foreign exchange losses incurred by the Bank of Ghana in connection with the scheme and the roles played by various state institutions in its implementation.

The MPs are also seeking scrutiny of the integrity of the scheme’s gold supply-chain due diligence and traceability systems, including the risk of illegally sourced gold entering the programme.

The proposed inquiry would further examine accountability issues arising from the implementation of the scheme.

According to the Notice of Motion, a substantive motion has been attached outlining the proposed committee’s composition, powers, terms of reference, reporting timelines, interim measures and implementation framework.

The motion is being sponsored by Ofoase Ayirebi MP and Ranking Member of Parliament’s Economy Committee, Kojo Oppong Nkrumah, alongside Manso Nkwanta MP Tweneboa Kodua Fokuo.

Other applicants are Weija-Gbawe MP and Second Deputy Minority Whip Jerry Ahmed Shaib, Old Tafo MP Vincent Ekow Assafuah, and Offinso North MP Dr Fred Kyei Asamoah.

If approved by the Speaker, the proposed Ad- Hoc Committee would provide a parliamentary platform for examining the financial, institutional, environmental and public health dimensions of the Gold-for-Reserves Scheme and make recommendations on its future implementation.
