GLC Disciplinary Committee finds prima facie case against Godfred Dame over Jakpa tape scandal

The Disciplinary Committee of the General Legal Council (GLC) has determined that a prima facie case has been established against former Attorney-General and Minister for Justice, Godfred Yeboah Dame, in relation to allegations arising from the controversial “Jakpa tape” sc

The decision means the Committee has found sufficient grounds for Mr Dame to answer allegations of professional misconduct, paving the way for further disciplinary proceedings. Under the GLC’s disciplinary procedures, a finding of a prima facie case after a preliminary inquiry leads to the preparation of formal charges against the lawyer concerned.

The matter stems from a complaint filed against Mr Dame following the emergence of an audio recording involving him and Richard Jakpa, the third accused person in the ambulance trial involving Minority Leader Dr Cassiel Ato Forson and others. The recording, which was played during court proceedings, triggered allegations that the former Attorney-General attempted to influence the testimony of a prosecution witness.

The complainant, Daniel Kwame Ofosu-Appiah, petitioned the General Legal Council accusing Mr Dame of professional misconduct, citing concerns over his alleged conduct during the trial.

Mr Dame has consistently denied any wrongdoing, describing allegations against him as baseless and maintaining that he never attempted to influence Mr Jakpa’s testimony or fabricate evidence in the case.

The “Jakpa tape” controversy became a major political and legal issue after the opposition National Democratic Congress accused Mr Dame of compromising the integrity of the prosecution process, while the New Patriotic Party rejected the allegations and argued that the recording had been manipulated.

The next stage of the disciplinary process will involve formal charges and, if Mr Dame enters a not-guilty plea, a full hearing before the Committee where evidence may be presented and tested. Possible sanctions in disciplinary matters include reprimand, apology, suspension or disbarment, depending on the outcome of proceedings.
