ECOWAS delegation tours Tema Oil Refinery to study Ghana’s downstream petroleum operations

Tema Oil Refinery (TOR) has hosted a high-level delegation from the Economic Community of West African States (ECOWAS) as part of a study tour on Ghana’s downstream petroleum regulatory framework.

The visit, which took place on Tuesday, July 14, 2026, formed part of the delegation’s broader engagement with the National Petroleum Authority (NPA) to better understand Ghana’s regulatory systems and best practices in the downstream petroleum industry.

The ECOWAS delegation visited the refinery to gain first-hand knowledge of TOR’s operations, quality assurance processes, and its role in Ghana’s downstream petroleum value chain.

The engagement also provided the visitors with insights into the refinery’s ongoing transformation agenda and operational activities aimed at enhancing efficiency and supporting the country’s energy security.

The delegation was received by the Managing Director of Tema Oil Refinery, Mr. Edmond Kombat, alongside his Technical Advisors, Mr. Frank Duah and Mr. Nana Amoasi, and members of the refinery’s management team.

During the visit, TOR management delivered a comprehensive presentation highlighting the refinery’s operations, strategic initiatives, and ongoing transformation efforts designed to improve productivity and strengthen its contribution to Ghana’s petroleum sector.

The ECOWAS officials were subsequently taken on a guided tour of the refinery’s key operational facilities, where they observed various aspects of the refinery’s production and quality assurance processes.
