Over 19,000 PWDs benefit from Disability Common Fund – Gender Minister

A total of 19,760 persons with disabilities have benefited directly from Ghana’s Disability Common Fund across 208 Metropolitan, Municipal and District Assemblies (MMDAs).

Minister for Gender, Children and Social Protection Dr. Agnes Naa Momo Lartey disclosed this during Government Accountability Series on Wednesday, September 16.

She said the intervention formed part of government’s broader efforts to strengthen disability inclusion and improve opportunities for persons with disabilities.

Dr. Lartey disclosed the figures during the Government Accountability Series, where she presented an account of the Ministry’s work in 2026.

“On disability, Cabinet has approved the amendment of the Persons with Disability Act of 2006 to align it with the UN Convention on the Rights of Persons with Disabilities, a reform this community has waited so long for.”

She said the Ministry had also undertaken disability-inclusive disaster risk management sensitisation programmes in 11 regions.

Beyond financial support, Dr. Lartey said government was working with the Ghana Education Service (GES) to formalise the employment of graduates with disabilities.

“Working with GES, 272 PWD graduates are being formalised into the Ghana Education Service, creating jobs for PWDs.”

The Minister also highlighted efforts to improve access to digital technology for students with disabilities.

She said, through the Ghana Digital Acceleration Project and in collaboration with the Ministry of Communication, Digital Technology and Innovation, ICT equipment had been procured for seven special schools.

The equipment includes desktop computers, laptops, accessible software, Braille displays and embossers, as well as graphic tablets.

Installation had been completed in three schools, while work was ongoing in the remaining schools.

The disability interventions form part of the Ministry’s broader mandate to protect vulnerable and excluded persons.

The Ministry said Cabinet had approved amendments to the Persons with Disability Act, 2006, to bring the legislation into alignment with the UN Convention on the Rights of Persons with Disabilities.

Dr. Lartey also acknowledged that persons with disabilities continue to face discrimination and said the National Council on Persons with Disabilities still needed adequate staffing and resources.
