The Ministry of Finance says all 6,300 Ghana Education Service (GES) staff recruited in 2024 without financial clearance have been paid, following concerns over outstanding salaries and arrears.
The Ministry made the clarification in a statement dated Tuesday, September 8, 2026, in response to an appeal by the Coalition of Unpaid Newly Posted Staff of the GES for the payment of outstanding salary arrears.
According to the Ministry, the affected workers were recruited in 2024 without financial clearance and were subsequently inherited by the government in 2025.
It said steps were taken to resolve their payment challenges after Cabinet approval was secured and the necessary financial clearance was issued in four tranches.
“The Ministry of finance can confirm that all 6,300 staff covered by this arrangement have been paid,” the statement said.
The Ministry further rejected suggestions that requests for financial clearance from the GES were still pending before it.
“The Ministry further clarifies that there are no outstanding requests for financial clearance from the GES awaiting action by the Ministry of Finance,” it stated.
It has therefore directed staff who continue to experience salary or arrears-related problems to seek assistance from the Ghana Education Service.
“Any staff member with an unresolved salary or arrears issue is advised to contact the Ghana Education Service for assistance with the relevant payroll or administrative matter.”
The Finance Ministry’s clarification follows concerns raised by the Coalition of Unpaid Newly Posted Staff of the GES over alleged outstanding payments. The Ministry maintains that the 6,300 workers covered by the arrangement have been fully paid and that no outstanding GES request for financial clearance is currently awaiting its action.
The issue has, however, generated a dispute over the circumstances surrounding the 2024 recruitment.
A spokesperson for former Education Minister Yaw Osei Adutwum has challenged the Finance Ministry’s account, arguing that records from the Ministry indicate that financial clearance had been granted for the recruitment.
For now, the Finance Ministry maintains that the salary payment issue affecting the 6,300 staff under the arrangement has been resolved and has asked any worker with an individual outstanding issue to engage the GES directly.
