The Ghana Education Service (GES) has clarified that the National Council of Parent-Teacher Associations (NCPTA) has no authority to represent the Service, public schools, parents or students in commercial arrangements.

The clarification follows recent announcements about a reported partnership between the NCPTA and Prospectus Ghana Limited (EduPack PGL) to market and sell products across about 200 schools.

In a statement issued in Accra on September 21, 2026, the GES said it issued the clarification to protect parents and students from unapproved financial commitments.

The Service said the NCPTA has not been mandated, appointed or authorised to act on its behalf.

“The National Council of Parent-Teacher Associations (NCPTA) has not been mandated, appointed, or authorised by the Ghana Education Service to represent, speak, or enter into commercial agreements on behalf of the Service, public schools, parents, or students,” the statement said.

The GES also clarified the role of Parent-Teacher Associations (PTAs). According to the Service, PTAs operate at the individual school level and work directly with local school authorities.

Their role focuses on learner development and school welfare.

The Service further said it does not recognise a national PTA structure with the authority to issue directives, negotiate sales arrangements or represent all parents and schools under the GES.

However, the GES confirmed that it has an existing Memorandum of Understanding (MoU) with Prospectus Ghana Limited.

The agreement allows Prospectus Ghana to introduce its educational products and services to schools.

The GES stressed that the purchase of those products is voluntary.

“The MoU does not make the acquisition of Prospectus Ghana products compulsory, nor does it empower any external body to impose them as required school items,” the Service stated.

This means parents and students are not required to purchase Prospectus Ghana products because of the MoU between the company and the GES.

The Service said it remains committed to protecting learners and parents from unauthorised fees, compulsory product purchases and unapproved financial levies in public schools.

The GES also urged school authorities, parents and third-party vendors to ensure that all communications and arrangements follow official GES guidelines.

It said it will continue to enforce compliance across public basic and senior high schools while protecting the integrity of the education system.

The Service added that access to education must remain transparent and free from unapproved financial burdens.
