The Tema Mayor, Hon. Ebi Bright, on Wednesday, August 12, led a taskforce to demolish a government project being executed by TDC Ghana Limited at Tema Site 3.

The project in dispute involves the construction of 18 three-storey office and shop units at Site 3, Tema Community 1.

The Government of Ghana is the client.

The demolition has drawn the Tema Metropolitan Assembly (TMA) and TDC Ghana Limited into an institutional dispute.

The development follows a directive issued by the TMA on August 8, 2026, ordering TDC Ghana Limited to halt work on the project and submit specified documentation.

While TDC management was engaging the Metropolitan Assembly to resolve the matter, when Mayor Ebi Bright led her team to demolish the project.

The Mayor’s action has raised concerns over the apparent disregard for the longstanding working relationship between the TMA and TDC Ghana Limited, particularly in the development and management of public infrastructure within the metropolis.

The demolition has also sparked questions about the Assembly’s decision to destroy a project being undertaken by a state-owned development company, and whether the appropriate administrative and institutional channels were followed.

The Assembly had earlier issued an enforcement notice in relation to the housing development.

In response to the directives, TDC Ghana Limited expressed concern over the action, citing what it described as the long-standing collaborative relationship between the two institutions.

In a letter sighted by this portal, TDC said it has historically worked with the TMA on projects undertaken in support of government programmes and priorities within the Tema Acquisition Area.

The company said the relationship has been based on mutual recognition of the respective statutory mandates of both institutions and the broader public interest.

TDC further noted that it has, over the years, engaged the TMA on issues including land allocation, ground rent, and other land administration requirements relating to projects implemented within the Tema Acquisition Area.

Against this background, the company said the TMA’s latest position raises questions about whether there is an intention to alter the established arrangements governing government projects implemented through state institutions.

TDC, therefore, called for the matter to be addressed through appropriate inter-institutional engagement rather than actions that could potentially disrupt the project.

The company stressed that housing delivery remains a major priority of government, and that the Site 3 project should be viewed within the broader context of efforts to increase housing supply and address the country’s housing needs.

“TDC Ghana Limited is confident that the Assembly, as an important partner in the implementation of Government’s development agenda within the Tema Metropolis, will take due cognisance of these considerations and support an approach that facilitates, rather than inadvertently impedes, the timely delivery of Government’s priority projects,” the company stated.

TDC maintained that such engagement could help resolve the immediate concerns while preserving the longstanding working relationship between the company, TMA, and other government institutions.

The company also reaffirmed its commitment to constructive engagement with the Assembly and to ensuring that the mandates of the respective institutions are exercised in a coordinated manner.
