District Education Directorates have been directed to transfer 2023 Capitation Grant arrears to public basic schools before the reopening of the first term of the 2026/2027 academic year.
The directive was contained in a letter dated Monday, September 14, 2026, from the Ghana Education Service (GES) to all Regional Directors.
GES Management said the outstanding funds had been credited to the accounts of the District Education Directorates and should now be passed on to the beneficiary schools.
“Regional Directors are therefore by this letter, requested to ensure that the funds are transferred to the schools on or before the reopening of the 1st term 2026/2027 academic year to enable Heads of Basic Schools operate seamlessly.”
The Service further warned that the disbursement would be monitored by a team from its headquarters.
“Kindly take note that a team from the Headquarters will be going to the regions for monitoring so please ensure that the funds are transferred to the schools immediately.”
The letter also clarified that the Sports and Culture component for District Offices was included in the District transfers, while the corresponding Regional component had been sent to designated Regional accounts.
Capitation Grants are government funds provided to public basic schools to support school operations after the abolition of school fees. They are distributed through the district education structure and are intended to help schools meet various non-tuition expenses.
The release follows renewed attention to the availability and timely disbursement of funds for basic schools.
In February 2026, President John Dramani Mahama said government had fully cleared outstanding Capitation Grant arrears owed to public basic schools.
