Parliament’s Committee on Energy has paid a monitoring and working visit to the Tema Oil Refinery (TOR) to assess its operations, ongoing revival efforts and plans to strengthen the country’s energy security.
The visit, held on Tuesday, September 22, 2026, provided members of the committee with an opportunity to engage management on the refinery’s operations, health and safety, planned expansion projects and measures being implemented to restore TOR to full-scale operations.
The delegation was received by the management of TOR, led by its Managing Director, Edmond Kombat, who briefed the committee on the refinery’s recent milestones, operational challenges and strategic plans.
A key development highlighted during the engagement was the refurbishment and unveiling of TOR’s Crude Distillation Unit (CDU) by President John Dramani Mahama, described as a major milestone in the refinery’s ongoing revival.
The engagement also allowed the committee to gain first-hand knowledge of TOR’s operational capacity and the measures being pursued to improve its performance and sustainability.
Chairman of the Parliamentary Committee on Energy, Emmanuel Bedzrah, commended Mr Kombat and the management team for their efforts to revive the refinery.
He described the management’s work as visionary and transformational and assured TOR of the committee’s continued support and collaboration.
The visit forms part of efforts to strengthen collaboration between Parliament, TOR and other stakeholders in supporting the refinery’s sustainable growth and long-term role in Ghana’s downstream petroleum sector.
TOR management reaffirmed its commitment to working with Parliament and other relevant stakeholders to improve operations, create value and contribute to Ghana’s energy security.
