Finance Minister, Dr. Cassiel Ato Forson has assured that no borrowing will be undertaken to finance the construction of the proposed Accra-Kumasi Expressway.
He said full funding for the major road project is expected to be ready by the end of 2026, describing the financing arrangement as a significant milestone for a project of its scale.
“By the end of this year, the full funding for the transformational Accra-Kumasi Expressway will be ready,” Dr. Forson said in a post on X.
“For the avoidance of doubt, not a single pesewa will be borrowed for this project!”
His comments followed an update from the Ghana Armed Forces Engineers on the progress of right-of-way clearing for the expressway.
The Engineers have cleared 170 kilometres of the 176-kilometre corridor earmarked for the highway, representing about 97% completion. Only six kilometres remain, with the corridor expected to be handed over to the Ministry of Roads and Highways between September 14 and 18, 2026.
Dr. Forson congratulated the Ghana Armed Forces for its work, describing the achievement as a “stellar job.”
The military began the right-of-way operation on April 23, 2026, and was tasked with clearing a 120-metre-wide corridor through forests, farms, ancestral lands and communities.
The proposed expressway is one of the flagship infrastructure projects under President John Dramani Mahama’s administration.
It is expected to provide a modern high-speed alternative to the existing Accra-Kumasi highway, reduce travel times and improve the movement of people and goods.
Government has indicated that US$1.7 billion has been secured for the project, with the funds ring-fenced for construction after the main contract is awarded.
The Ghana Armed Forces Engineers are expected to complete the remaining six kilometres of clearing within the current timeline, paving the way for subsequent feasibility, design and construction activities.
