The Colleges of Education Teachers Association of Ghana (CETAG) has warned the government to fully implement the National Labour Commission’s (NLC) arbitral award by November 7, 2025, or face a nationwide strike across all 46 Colleges of Education.

In a strongly worded statement issued on Monday, October 27, 2025, CETAG expressed deep frustration over what it described as the government’s persistent failure to honour the binding NLC award issued on May 2, 2023.

The award, which sought to resolve long-standing concerns over fair compensation for college lecturers, has, according to the association, been largely ignored.

CETAG accused the government of failing to pay the 2023/2024 Book and Research Allowance arrears, which were agreed to be settled alongside the 2024/2025 allowance.

The group also cited the non-payment of the top-up for the 2022 Book and Research Allowance due to lecturers at Akrokerri College of Education despite several assurances.

The association further raised alarm over several unresolved issues before the NLC, including the non-payment of compensation for All-Year-Round work in 39 colleges, the downgrading of experienced staff, and arrears from the 2022/2023 Book and Research Allowance linked to their migration onto the university salary structure.

CETAG described the delays as a breach of trust and disregard for the rule of law governing labour relations, emphasizing that the NLC’s arbitral award is binding and must be respected.

“If the government fails to fully implement all outstanding components of the NLC arbitral award by the end of October 2025, we shall advise ourselves,” the statement read, adding that failure to comply by November 7 will be considered a formal strike notice.

The association warned that the planned industrial action will continue until every outstanding payment owed to CETAG members is made in full.

CETAG urged the government to act swiftly to avoid disruptions in the 2025/2026 academic calendar and safeguard the welfare of teacher educators and the nation’s education sector.
