Merit, not protocol guides CSSPS placement

The Ministry of Education has defended Ghana’s Computerised School Selection and Placement System (CSSPS), insisting that merit remains the key consideration in the placement of qualified students.

The Ministry said the system is designed to ensure that placement decisions are based on established criteria and that every qualified student is treated fairly within the approved placement framework.

“The Ministry wishes to emphasise that the CSSPS is fundamentally a merit-based system, with merit taking precedence over protocol in the placement of qualified candidates. The objective is to ensure that placement decisions are guided by established criteria and that every qualified student is treated fairly within the approved placement framework.”

The Ministry’s position follows calls from the Ghana Catholic Bishops’ Conference for greater transparency, accountability and the ultimate review of the CSSPS.

While welcoming the call, the Ministry said it recognises the need for continuous improvement and strengthening of the placement system.

Following the conclusion of the current placement exercise, the Ministry will establish a Technical Working Committee to undertake a comprehensive review of the placement process.

The review will examine the various components of the system, identify areas requiring improvement and make recommendations to strengthen transparency and accountability.

The Ministry said the exercise will also seek to ensure that the CSSPS remains credible, efficient, fair and responsive to the needs of students, parents and schools.

It added that it remains committed to protecting the integrity of the CSSPS.

“The Ministry remains committed to protecting the integrity of the CSSPS and ensuring that merit, fairness and transparency remain at the heart of the placement process.”
