International Monetary Fund (IMF) country team currently in Ghana has visited the Tema Oil Refinery (TOR) to familiarise itself with the facility’s operations and the recovery measures being implemented by management.
The visit formed part of the delegation’s engagements with relevant authorities and selected State-Owned Enterprises in the country.
During a meeting with the refinery’s Managing Director, Edmond Kombat, the team was briefed on the operational and financial challenges inherited by the current management and the measures introduced since May 2025 to restore confidence in the refinery.
Mr Kombat highlighted efforts to rehabilitate and restart crude processing at the refinery’s Crude Distillation Unit (CDU), alongside improvements in financial reporting and internal controls.
He also outlined staff-related reforms and efforts to sustain crude oil supplies to support continued operations.
The delegation received updates on ongoing work to increase TOR’s processing capacity, restore other critical units and strengthen the refinery’s contribution to Ghana’s energy security.
Management also outlined the work that remains to be completed as part of the refinery’s recovery efforts.
The discussions were followed by a tour of the facility, during which members of the IMF team observed some of the rehabilitated facilities and ongoing works.
Members of the delegation expressed appreciation for the progress made and the opportunity to gain a better understanding of TOR’s operations and recovery efforts.
The visit provided an opportunity for the team to engage directly with refinery management on the measures being undertaken to address operational and financial challenges and improve the facility’s capacity to support Ghana’s energy needs.
