The National Health Insurance Authority (NHIA) has inaugurated its first-ever Adjudication Committee to promote the fair, impartial and timely resolution of disputes and grievances arising from the administration of the National Health Insurance Scheme (NHIS).
The 10-member Committee was inaugurated at the NHIA Head Office in Accra on Monday, October 26, 2026, by the Chairman of the NHIA Governing Board, Mr Lawrence Nii Okantey Adjetey.
Established under Section 106 of the National Health Insurance Act, 2012 (Act 852), the Committee marks the first practical implementation of the adjudicatory mechanism provided for under the law since its passage.
The Committee is chaired by retired Justice of the Superior Courts of Judicature, Justice Abdul Yusif Asibey.
Its members include Dr Alex Peasah Koduah of the Medical and Dental Council; Prof Vida Yakong of the Health Facilities Regulatory Agency; Joyce Adu, of the Institute of Chartered Accountants; Pharm. Samuel Antwi Kwakwa of the Pharmacy Council; Nelly Bernice Wallace, of the Department of Social Welfare; Mrs Sophia Gifty Wiredu of the Nurses and Midwives Council; and Dr Senanu Kwesi Djokoto, Deputy Chief Executive Officer in charge of Operations at the NHIA.
Speaking at the inauguration, Mr Adjetey said the establishment of the Committee gave practical effect to a dispute-resolution mechanism envisaged under the National Health Insurance Act.
He expressed appreciation to the Minister of Health, Kwabena Mintah Akandoh, for constituting the Committee.
Mr Adjetey noted that the NHIA occupied a central position in Ghana’s healthcare financing system and had a responsibility to safeguard the integrity, sustainability and effectiveness of the NHIS.
He said disputes and grievances were inevitable in the discharge of the Authority’s mandate, making it necessary to establish a credible mechanism through which contested matters could be examined and resolved fairly.
According to him, the Committee’s effectiveness should be measured not only by the number of cases it determines but also by the fairness of its proceedings, the soundness of its decisions and the confidence it inspires among stakeholders.
He urged members to discharge their duties independently and impartially, upholding fairness, integrity and due process without fear or favour.
The Board Chairman also emphasised the need for members to maintain high ethical standards, avoid conflicts of interest and observe strict confidentiality in handling cases.
He said the Committee, as the first of its kind under the Act, had an opportunity to establish procedures and institutional standards that would guide future adjudication within the Authority.
In a speech read on his behalf by the Deputy Chief Executive Officer for Human Resources and Administration, Mr Raphael Segkpeb, NHIA Chief Executive Officer Dr Victor Asare Bampoe pledged management’s full support and cooperation with the Committee.
Dr Bampoe described the Committee as an independent forum for reviewing contested decisions relating to members’ benefits, claims processing, provider accreditation and entitlements under the NHIS.
He said the mechanism would strengthen institutional accountability by ensuring that decisions taken by the Authority could be subjected to credible and impartial review where necessary.
Dr Bampoe outlined three commitments by management: providing the Committee promptly with the records, information and officers it requires; respecting its determinations and implementing them without delay; and preventing NHIA officers from attempting to influence the outcome of matters before it.
He said the Authority welcomed the establishment of a credible forum where contested decisions could be examined, adding that management was confident in the importance of independent review to institutional accountability.
Justice Asibey, speaking on behalf of the Committee, expressed gratitude to the Minister of Health and NHIA management for the confidence reposed in its members.
He pledged that the Committee would work to ensure that disputes brought before it were determined fairly, impartially and in accordance with the law.
