The government has begun a reset of the Livelihood Empowerment Against Poverty (LEAP) Programme following a nationwide reassessment of beneficiary households. The exercise is expected to help expand the programme to 450,000 eligible households across Ghana.

The Ministry of Gender, Children and Social Protection said the reassessment was conducted to ensure that LEAP support reaches households facing extreme poverty and vulnerability. The Ministry said some households already receiving LEAP support may no longer qualify for the programme because their circumstances may have improved over time.

Other beneficiaries may continue to receive support because they still meet the eligibility requirements. The reassessment has also identified extremely poor and vulnerable households that were previously not covered by LEAP.

The Ministry said the government has started enrolling eligible households towards the new national target. “Following the reassessment, Government has commenced the enrolment of eligible households towards achieving a national LEAP caseload of 450,000 beneficiary households.”

Households that qualify have gone through verification and enrolment. They will receive their grants through the approved payment system.

Payments under the programme began across the country on Monday, September 14, 2026.The Ministry said the payments will be made in phases. It has therefore urged beneficiaries to remain patient if they do not receive their grants immediately.

“Failure to receive payment at the start of the exercise does not mean a beneficiary has been excluded from the Programme.” The Ministry said the reset is intended to make LEAP more effective and fair.It also aims to ensure that government support reaches households that need it most.

The Ministry has asked Metropolitan, Municipal and District Assemblies (MMDAs) to support the payment exercise. District Social Welfare Officers and other authorised officers are also expected to receive support from the assemblies. The MMDAs have been asked to help provide communities with accurate information about the programme.

Members of Parliament have also been urged to educate their constituents about the reassessment and payment process. The Ministry said individual complaints should be directed through the established grievance channels. Beneficiaries are not required to pay any fee to enrol in LEAP or receive their grants.

The Ministry said no commission or facilitation charge should be demanded from beneficiaries. It has urged the public to report anyone demanding money for LEAP enrolment or payment.

Cases involving fraud, misconduct or non-payment should also be reported through the official grievance channels.

The Ministry said it will continue to monitor the rollout and address challenges that may arise.

It described the latest exercise as part of efforts to make LEAP “better targeted, more transparent, more accountable and more responsive” to Ghana’s poorest and most vulnerable households.
