The Controller and Accountant-General’s Department (CAGD) says it has completed processing and payment of all 6,079 teacher promotion cases submitted by the Ghana Education Service (GES).
The Department said the cases included applicable promotion arrears and were captured in the September 2026 salary payments.
According to CAGD in a statement, it had received 6,079 completed input forms together with the corresponding promotion letters from GES as of September 22, 2026.
“It must therefore be emphasised that CAGD has processed every valid case received from GES,” the Department stated.
CAGD said any promoted teacher who has not received the expected salary adjustment may be affected by the non-submission of the required documentation by GES.
“Any outstanding payment therefore relates to cases for which GES is yet to submit the requisite documentation for validation and processing,” it added.
The Department explained that promotion-related salary adjustments cannot be processed without the necessary documents from the employer.
“CAGD can process promotion-related salary adjustments only upon receipt of the required documentation from the employer,” it said.
The clarification follows concerns raised by the Ghana National Association of Teachers (GNAT), National Association of Graduate Teachers (NAGRAT) and Pre-Tertiary Teachers’ Association of Ghana (PRETAG) over delays in placing promoted teachers on the appropriate salary scales.
Following a meeting on August 31, 2026, involving the Ministry of Education, GES, teacher unions and CAGD, GES was expected to submit the master list of promoted teachers, promotion letters and completed input forms to facilitate payment of promotion arrears effective January 1, 2026.
